1746 - Bernardo de Galvez (Spanish Colonial Governor 1777-1785) is born in Macharaviaya, Spain.
1864 - A new constitution is adopted by vote of those who had taken the Federal oath of allegiance. Although it abolishes slavery in the state, it limits the suffrage to white males over 21 with a proviso that it could be extended, presumably to blacks, at the discretion of the legislature.
1879 - A new constitution is adopted that neutralized the black vote, corrects the deficiencies of the 1868 constitution, and mandates that the capital be moved to Baton Rouge.
American History
1935 - An airplane crashes into the Empire State Building.
1973 - President Nixon refuses to release the Watergate tapes.
World History
1840 - The British Parliament passes the Union Act, united Upper and Lower Canada.
